Q. What is Creative Rec Events Marijuana Event Organizer license number?

Available upon request and need.

Q. What will be the physical layout of the event and where will our cannabis be stored after setup and before operation?

– The retailer is responsible for the safety, security, metrics and documentation of their cannabis.

– It is highly recommended that no cannabis, money or equipment be left onsite without the retailers employees there on site.

– Cannabis Storage must comply with the State Law and the Administrative Rules required by Vendor/Retailer state license.

– The vendor is responsible for their own metric documentation and compliance with state laws.

A tentative physical layout of the event (subject to change to accommodate power requirements and flow of crowd and city requirements) – Each event is different and this information will be supplied upon request and is subject to change.  The closer to the date of the event the more the layout will become permanent (depending on force majeure)

Q. Are we supposed to maintain secure inventory AND maintain segregation from cannabis/customers AND have our computers, printers, and scales in the same space?

Retailers are responsible for maintaining secure inventory, maintain segregation from cannabis/customers, and have computers, printers, and scales in the same area.  Retailers must provide staff that will be aware of the inventory.

Q. How will you handle your cannabis product?

Each event is different but the basic plan is as follows

Marijuana Waste

• All waste will be disposed of in accordance with the CRA regulations, the MMFLA, and applicable local ordinance guidelines.

• The licensed processor and retail vendors should have disposal plans approved by the state.

Non-marijuana Waste

• Trash receptacles will be located throughout the venue.  There will be a dumpster in the south parking lot

• The vendor/retailer is responsible for cleaning their area and disposing of all trash.

• Dumpster will be picked up by the company hired by us.

 

RESPONSIBLE OPERATION PLAN

Prevention of underage access

There will be event staff monitoring the entrances and perimeter. Staff will be checking IDs to make sure only those above 21 years of age are permitted to enter.  IDs must still be checked at the vendor locations.

Staff will be monitoring the inside of the event as well as the perimeter to make sure only spectators that have paid for the event are entering at the appropriate entrances, and vendors and performers are entering at the appropriate entrance.

Further, the city requires and provides the assistance of police officers to monitor and prevent any other potential criminal activity on the premises, such as the monitoring and prevention of over-intoxication.

Additionally, licensed retailers are only permitted, by state law, to sell certain amounts per person, which aids in the prevention of over-intoxication.  These retailers will be authorized by the CRA prior to the event and monitored by the CRA during the event as well.

Q. Is this a consumption event as well? How will we manage Responsible Operations? Can we share our responsible operations plan – or will we need to bring our own? Or a combination of the two?

Yes, consumption as well as sales will occur at this event, as permitted by law.

Q. What kind of staff will be provided

The cannabis vendor is responsible for staffing their booth as well as all metrics regarding sales, waste, transportation and safety.  Event staff are instructed not to represent, transport, sell or hold any marijuana products from vendors.  Event staff is there to manage the event.

There will be event staff onsite; as well as overnight staff and security if the event or set up goes overnight, however, overnight staff will be limited.

We recommend if available and permitted that you set up your tent or structure the day before the event and bring in your equipment / product and set it up the day of the event. We do not recommend leaving valuable goods such as inventory or equipment overnight.  If a cannabis vendor leaves product and equipment overnight we recommend you hire a security guard for your booth.  Event staff is there just to observe, document and call law enforcement if needed.

Q. Will we be issued a temporary marijuana retail license that we will transfer this material to in METRC? Will we then be able to manifest the material back to our retail location?

If vendors intend to transport more than 15 ounces of flower, then it must be transported by a state licensed Safe Transporter from the vendors facility, to the Event Venue. There will be a designated parking lot and entrance for Vendors only on the south side of the park. This area can be used for storage within the Safe Transport Vehicle. One vehicle per retailer will be allowed.

• By essence of the Temporary Event License, licensed Retailer(s) and Microbusiness(es) are permitted to sell at the event. So long as the event license holder lists the Retailer(s) and Microbusiness(es) are currently licensed and insured, they will be permitted at the event.

• So long as Retailer(s) and Microbusiness(es) are transporting less than 15 ounces or less of marihuana or 60 grams or less of concentrate at one time, a licensed transporter is not required (R 420.27). If transporting more, a licensed transporter is required.

Q. Can a temporary marijuana event be held overnight?

At the time of this post (updated 8-25-21) there is no provision in the Michigan Regulation and Taxation of Marihuana Act (MRTMA) or the Administrative Rules prohibiting overnight events. However, temporary marijuana events are subject to municipal approval and the municipality may have a restriction on overnight events.

Q. Will non cannabis vendors be allowed to sell marijuana?

No.  They will be warned once and if they do not comply – They will be removed from the event.

Q. Will Law Enforcement be present?

Yes.  They are there to make sure everything stays safe we are told.

Q. Will representatives from the CRA enforcement team be there?

You bet they will!  We have to pay the CRA to be there for every event.  They make sure regulations are being followed and everything is in compliance as well as make sure they get their taxes.

Can you provide some information on event licensing?

You must hold a marijuana event organizer license before you can apply for a temporary marijuana event.

The application fee for the marijuana event organizer license is $6,000.

The initial licensure fee and the annual renewal fee for a marijuana event organizer is $1,000. Temporary marijuana event licenses do not have an application fee.

Each marijuana event organizer licensed to hold a temporary marijuana event will pay an initial licensure fee that consists of the following:

For temporary marijuana events that do not include the sale of marijuana products, a $500 fee for each day of the scheduled event to cover the agency’s enforcement and compliance costs.

For temporary marijuana events that include the sale of marijuana products:

A $500 fee for each licensee authorized to sell marijuana product at the event to cover the Marijuana Regulatory Agency’s enforcement and compliance costs.

A $500 fee for each day of the temporary marijuana event to cover the Marijuana Regulatory Agency’s enforcement and compliance costs.

If a licensee scheduled to attend an event withdraws from the event prior to the first day of the event, the marijuana event organizer may request a refund for that portion of the fees paid to the Marijuana Regulatory Agency to cover the enforcement and compliance costs for that licensee.
